Centers for Medicare & Medicaid Services (CMS) Issues Guidance on Limits to Medicaid Funding for Noncitizens

CMS is preparing states for an upcoming change that will limit the ability to claim federal matching funds for Medicaid and the Children’s Health Insurance Program (CHIP) for individuals who are not U.S. citizens or U.S. nationals. New guidance issued on April 8, 2026 will ensure states understand their responsibility in implementing this statutory change beginning October 1, 2026. For separate CHIP programs, states must terminate coverage for non-FFP-eligible noncitizens (unless eligible under CHIPRA 214). There will be state by state variability depending on whether state-only coverage is continued.

Impact on General Dentistry: The change by CMS will increase the number of uninsured patients later this year. Since CHIP provides comprehensive health insurance benefits to children, there may be a decrease in oral health services in certain populations.
