Red Flags Rule—Enforcement Delayed Until June 1, 2010!

On Oct. 30, 2009, the Federal Trade Commission (FTC) announced that it would extend the moratorium on enforcement of the Red Flags Rule until June 1, 2010. Among other things, this rule requires each financial institution or creditor to develop and implement a written identity theft prevention program (Red Flag Program). According to the FTC's Bureau of Consumer Protection, a dental office is considered a "creditor" and thus would be required, when this rule goes into effect to have a Red Flag program.
However, there is a chance that legislation could allow a permanent exemption for dentists and other small health care providers from having to comply. The House of Representatives overwhelmingly passed H.R. 3763 that exempts small businesses, including private practicing dentists, from having to comply with the FTC's Red Flags Rule.
With House passage complete, H.R. 3763 now goes to the Senate and, your help is needed to convince your Senator that this bill needs to be voted on and passed, as it would greatly aide his or her constituents.
Given that the FTC has announced that it supports the legislation, it is expected the president will sign it immediately after it passes the Senate.

2009 Dentist of the Year

Norm Freiberger 2009 MoAGD Dentist of the Year
The Dentist of the Year, established by the Board in 2003 is awarded annually to a member based on their achievements in the profession and their pursuance of continuing education. Continuing education, the calling card of AGD dentists, enables members to increase their knowledge and skills thereby enhancing the treatment they offer to their patients.
Norman Freiberger, DDS, FAGD was named this year’s recipient at the MoAGD annual meeting. Dr. Freiberger, who is entering his fiftieth year as a dentist, has a long list of accomplishments as a private practitioner, a volunteer in his profession and community, and as a leader in organized dentistry.
Dr. Freiberger graduated from St. Louis University School of Dentistry in 1959. After serving two years in the United States Air Force as a general dentist, he practiced in
St. Charles, MO for 37 years in a solo and group practice. In 1999, after a brief one year retirement, Dr. Freiberger returned to the workforce as an Associate Professor of Clinical Dentistry at SIU-School of Dental Medicine. During his time as an Associate Professor, Dr. Freiberger began working with the Director of the Senior Center at St. Joseph Health Center in St. Charles to establish the Dental Clinic for the elderly. From 2001 to the present, Dr. Freiberger has served as the Director of Dental Clinic, Senior Services at the St. Joseph Health Center. Currently, Dr. Freiberger also serves as a staff dentist for the Women’s Correctional Center in Vandalia, MO.
Dr. Freiberger has been active in organized dentistry throughout his career. He has served the MoAGD in many roles, most notably as the former editor of our newsletter, the “Show Me Dentist”, for six years. While serving as editor, Dr. Freiberger won multiple ACE awards for excellence in newsletter publishing. This is an award given by the AGD but entries are evaluated by impartial judges who are not affiliated with the AGD.
Throughout his career, Dr. Freiberger has volunteered his services as a professional and as a member of his community. He has served as a facilitator at a dental clinic in
St. Louis serving Bosnian and Hispanic populations. He has been on dental missions to downstate Missouri, Kingston, Jamaica, and Talanga, Honduras. Dr. Freiberger has served as a board member for Volunteers in Medicine, the Salvation Army, and the Community Living for the Handicapped in St. Charles and co-founded Teen Parent Community DayCare at the First United Methodist Church in St. Charles.
Dr. Freiberger and his wife Mona have two children: Norman W. Freiberger, Jr. (Win) and Dr. Carole Freiberger-O’Keefe and one grandchild.
